Kevin Bourner
General Manager for the South West
Homes England
Kevin is a Chartered Surveyor (Planning and Development division) by profession and is the General Manager for Homes England leading the team covering the South West across a range of housing markets from Berkshire, Oxfordshire, Berkshire and Hampshire in the east to Cornwall in the far south west.
Kevin has worked in development for over 20 years. He has managed multi million pound housing development programmes and has delivered large regeneration projects across the South and South West of England, delivering thousands of new homes.
Kevin has worked for Homes England (formerly the Homes and Communities Agency and previously English Partnerships) for the last 12 years. The primary focus of the General Manager is to proactively engage with public and private sector partners, investors and landowners to drive housing delivery and place making across the south west using a wide range of funding packages and interventions and the property skills within the team.
Dr Patricia Greer

West of England Combined Authority and Local Enterprise Partnership
Dr Patricia Greer is the Chief Executive of the West of England Combined Authority and Local Enterprise Partnership. She led the region’s devolution programme from March 2015 through to the establishment of the Combined Authority in 2017. Previously she held a range of senior private, central and local public sector positions including as a Director at the Cabinet Office with five years in the Prime Minister’s Strategy Unit, and as a Strategic Director in Local Government. Patricia’s early career included nearly 10 years with leading management consultancies. She studied at the University of Bath and completed a PhD which was published as a book, ‘Transforming Central Government’, 1994.
Cllr Paul Smith

Paul Smith is the Cabinet member for Homes and Communities for Bristol City Council. Paul was re-elected to the council in May 2016 following a 17 year break. Paul has worked in the housing association sector for almost 30 years and has also been the Chief Executive of two national charities. Paul’s housing experience has included working at director level within a midlands based housing association, more recently as Head of Intelligence and Insight for Aster Group which manages 28,000 homes across the south of England and two spells with the National Housing Federation.
Paul is a Fellow of both the Royal Society of Arts, Manufacture and Commerce and the Institute of Consulting and runs his own market intelligence and governance company.

Stuart heads up Umberslade, a leading, family-owned property development, management and investment business, which has overall responsibility for Bristol’s Wapping Wharf regeneration project. One of the most significant developments in the city, Wapping Wharf is a harbourside community featuring high quality homes, as well as independent restaurants, cafes and shops. Already known as Bristol’s new foodie quarter, Wapping Wharf has created a new connection between south Bristol and the city centre via Gaol Ferry Steps, and, when complete, will include over 600 apartments. Founded over 20 years ago, Umberslade has a track record of supporting the independent retail sector and many years of combined knowledge across the residential, industrial, retail and commercial sectors. The firm plans to retain a long-term interest in Wapping Wharf.

Richard set up TCN UK in 2006 and has grown the specialist creative regeneration business into a national property investment and development company with a portfolio worth £70 million and a gross development value of £110 million. TCN manage a portfolio of 400,000 sq. ft., containing 150 companies, with annual revenues of £6 million. Rich is a recognised industry specialist in property acquisition and development with a particular focus on innovative regeneration.
Prior to TCN UK, he worked for Shaftesbury PLC, DTZ (now Cushman Wakefield), Capital & Counties PLC and Europa Capital.
