Dan Batterton
Head of Residential
Legal & General Investment Management
Dan Batterton is Head of Residential at LGIM Real Assets. Launching the Build to Rent strategy in 2016 the portfolio has grown to over £3.0bn and just under 10,000 apartments in development or in operation spread across the UK. The portfolio is expected to grow to £5bn within 3 years.
Dan has over 20 years’ experience in the property sector and his exceptional understanding of portfolio strategy have been utilised to design L&G’s long-term acquisition, development, sustainability and operational strategy for the Residential sector. He leads the specialist BTR team at L&G that is delivering 1,500 new BTR homes per year.
Under Dan’s stewardship L&G are the UK Residential market leaders within the GRESB sustainability benchmark and have committed to be Net Zero Carbon enabled by 2030.
Joining Legal & General in February 2007 as Business Development Manager, Dan’s responsibility was to create new fund ideas and identify investment strategy opportunities.
Cllr Clare Coghill
Leader
London Borough of Waltham Forest
Clare Coghill was elected to the London Borough of Waltham Forest in May 2010 to represent the High Street ward in Walthamstow. She became Junior Cabinet Member for Health later in the same year. Subsequently, she held a junior portfolio focused on Town Centres. Clare was appointed as Cabinet Member for Children and Young People in May 2012, leading the Council’s work on Children’s Social Care, Safeguarding and Education.
In 2014, Clare was appointed the Cabinet Member for Economic Growth & High Streets and led a fresh approach to regeneration, planning and development. Waltham Forest has excellent infrastructure, green space and transport links, therefore the priorities lie in developing new, good quality, affordable housing and vibrant town centres. Clare’s policy innovations in this role focussed on pubs, the night-time economy and economic growth.
In January 2017 Clare was elected as Leader of the Labour Group at Waltham Forest Council, and subsequently elected as Leader of the Council at the AGM of Full Council on 25th May 2017. Clare was re-elected Leader of the Council for a 4 year term at the AGM of Full council on 24th May 2018.
James Pargeter

James has 25 years of experience within the residential sector, with a focus on purpose-designed Build to Rent (BTR) since 2012. He is a recognised advocate for the sector and was included in EG’s ‘BTR’s 50 Most Influential’ list for 2022. James’s extensive delivery experience across the tenure spectrum brings understanding of the varied priorities for investors, owners, residents, local communities and policymakers in delivering successful long-term rental led developments.
Before joining GAA as a consultant Senior Advisor, James was a Senior Director at Greystar, where he led engagement with UK national and local government and helped to shape emerging BTR policies, as well as liaison with key stakeholders on each development. Before that, he was a Partner at Deloitte Real Estate leading their Residential Projects team.
James sits on the BPF’s BTR Committee and also co-chairs their London Engagement Group, as well as the UKAA’s Policy Committee and the Construction Leadership Council’s (CLC) Manufacture & Performance working group. He is also a recent member of the Government’s BTR Joint Committee (DLUHC), New London Architecture’s (NLA) Expert Housing Panel and the Urban Land Institute’s (ULI) UK Residential Council. He is a regular speaker and commentator on BTR, wider housing issues and modular construction, and contributed to the ULI’s ‘Build to Rent: Best Practice Guide’
Nicola Mathers

Nicola is CEO of Future of London, an independent network supporting housing, planning and regeneration professionals through leadership, research and networks. She leads on strategy, business development and partnerships.
Nicola is passionate about the role of the built environment to improve lives and address inequality. At Design Council and CABE she led national programmes to support the public and private sectors to plan and deliver well designed buildings and spaces.
Nicola is a member of the Mayor’s London Green Spaces Commission and the TCPA Inclusive Planning Sounding Board.
Tom Copley
Deputy Mayor for Housing

Tom has been on the London Assembly as a London-wide List member since May 2012, and was re-elected in 2016. He served as Chair of the Assembly’s housing committee and as Labour Group housing spokesperson up until 2020.
In February 2020 it was announced that Sadiq Khan would appoint Tom as Deputy Mayor for Housing.
On the Assembly he has raised concerns about the lack of housing supply across all tenures, rents and conditions in the private rented sector and the increase in rough sleeping. As someone with a long-standing love for the arts, Tom has also been an advocate for London’s small theatres. His Centre Stage report led to the launch of the London Theatres Small Grants Scheme in August 2015.
Prior to his election to the Assembly, Tom worked for Hope not hate - an anti-fascist, anti-racist charity that works with communities to fight racism and hatred.
