Shelagh joined Salford City Council in May 2015 following 10 years in the private sector. Her role is to help the Council and its many partners to deliver development, investment and regeneration across the City and maximise the benefits of growth. Her interests lie particularly in making the connections between agencies and investors so that development is the very best quality and achieves the very best impacts for residents and businesses for the long term. This is at the heart of place making and beyond single professional disciplines.
Shelagh was born and bred in Liverpool and left the City in 1983 to become a town planner! In the mid 1980’s Shelagh left the Bartlett School of Architecture & Planning, University College London and joined Cheshire County Council. Since then, her career has included leading large-scale regeneration and investment programmes in Manchester City Council - particularly to the North and East of the City. She has since spent a decade in the private sector as a Director in large & small architecture & planning practices. She has led complex strategic planning work and is equally at home with the construction details for new homes, schools and infrastructure. Shelagh has worked with 100’s of public and private sector clients and led innovative work at the North West Construction Hub working with construction companies to deliver changes in working practices.
Most recently she worked at the Think Tank “ResPublica” where she was a contributing author and researcher making the case for investment in her home city Liverpool.

Far East Consortium International Limited
Gavin Taylor is a Mancunian with over 15 years’ experience in development, construction and portfolio management.
He joined the Far East Consortium International Limited as Regional General Manager in 2016. Gavin’s role sees him overseeing the expansion of the organisation in the north of the UK. He is also responsible for the Angel Meadow and Northern Gateway projects which will bring over 15,000 homes to Manchester.
Previously, as Operations Director for Beijing Construction, Gavin was instrumental in the introduction and establishment of the international conglomerate in the UK. He was also the first non-Chinese citizen to become a director of a Chinese State-Owned Entity.

Legal & General Investment Management
Bill joined Legal & General in 2007 and is responsible for transforming its UK property fund management business into a global-reaching real assets platform. Operating in both the direct investment and lending markets, today it actively invests and manages over £28.0bn* AUM providing capabilities in real estate, infrastructure and corporate debt. Bill previously held positions at RREEF, the Real Estate Fund Management business of Deutsche Bank and Schroder Property Investment Management.
Bill is currently Chair of the Property Industry Alliance (PIA), bringing together the UK’s leading property bodies to give them a stronger collective voice on issues such as policy, research and best practice. Bill was a Commissioner for the Lyons Review, is a Past Chairman of the Association of Real Estate Funds (AREF) and a Past President of the British Property Federation (BPF).
Our aim is to kick off the year with the best possible insight into the property markets in the North West as we move into what will be a critical year for the UK economy!
The North West has enjoyed a huge construction boom in 2018, total construction output across the region was up 15% to more than £4.6bn for the three months to August 2018, compared to the same period last year. Value of construction work on new housing increased by £386m and the annual office take-up in the central area is to hit 1.5m sq ft for the first time on record (The Office for National Statistics).
During the course of the morning we will look at the development and investment opportunities in the North West for 2019: What are the challenges? Where are the opportunities, in the coming year? Which sectors are set to perform best? Who is investing? What is in the development pipeline?
Economic uncertainty is an ever-present challenge when it comes to forecasting market outlooks, however, we have brought together some of the most respected and experienced players from the property marketplace, who will share their insights, opinions and wisdom. We will inevitably pick up on BREXIT and the implications on the UK & the North West and property and how we build resilience in the lead up to the EU exit!
Bill Hughes, Head of Real Assets at Legal & General Investment Management is responsible for operations in both the direct investments and lending markets, across commercial property, private residential, infrastructure, property lending, corporate credit and actively invests and manages over £28bn AUM.

Shelagh McNerney, Head of Development at Salford City Council is well placed to talk about development in the North West; she has led on the delivery of all Salford City regeneration projects including Media City, Port Salford and Pendleton, where 1500 homes are to be built.
