Manchester City Council
Joanne has been the Chief Executive of Manchester City Council since April 2017. Over the past 4 years she has dealt with several unprecedented events including the Manchester Arena Bomb. Joanne is driving the Council through the fundamental changes to Health and Social Care. She is lead Chief Executive for economy across Greater Manchester.
Before moving to Manchester, Joanne was previously Chief Executive of Wakefield Metropolitan Borough Council, where she held the top post from 2008. Joanne has extensive public sector experience in economic growth, housing and local government.
Joanne is also president of SOLACE.
Joanne was awarded the OBE for services to local government in 2009.
In September 2021, Joanne was named the Local Authority Chief Executive of the Year at the annual MJ (Municipal Journal) Awards.

Place Capital Group founder David Smith-Milne, 45, has a background with KPMG and Tribal Group and has received numerous accolades for his disruptive business strategy.
In 2013 he founded the development business Placefirst, which delivered award-winning neighbourhoods by converting derelict, empty terraced houses into attractive new communities for private renters. He sold his stake to a Private Equity fund in 2020.
Successful schemes David has delivered include the 400-unit Liverpool housing scheme the Welsh Streets. Ending the blight caused by empty properties in Toxteth following a failed Housing Market Renewal scheme, it was winner of Sunday Times Best Housing Scheme, Property Week’s best PRS development, RICS Best Residential Project, Inside Housing Magazine’s Best Build to Rent Scheme as well as several regional property awards.
Place Capital Group was launched by David in March 2021 and brings together expertise in place making to breathe new life into what are often run down and underperforming larger former Council estates.
Working with the UK’s largest Local Authorities and Housing Associations, the company is a strategic development partner, transforming housing estates and delivering more quality affordable homes and imaginative place making.
In 2021, together with chairman Peter Martin, David has undertaken a buy and build strategy, acquiring place making consultancy Fourth Street and Manchester design and consultation practice Loop, and launching London-based design studio Grounded.

Great Places Housing Group
Matthew joined Great Places in 1993 and led the organisation through award winning development before being appointed Chief Executive in April 2013. He has vast experience in development and urban regeneration and has led on many iconic developments that have supported the growth of the business. He has also been involved with a Local Strategic Partnership, has been a PFI Company Board Member and has supported the NHF in a variety of ways. He is currently a Board member of the Sheffield Housing Company, Halton Housing and Forge New Homes.
